Not sure what a browser is other than an external GUI, but dependent on what you mean, have you looked at Mailhandler or htmlArea modules. The former (which I have not used) allows users to e-mail in content - the latter adds a wysiwyg interface to the text boxes in all the forms.

Anything that supports Blogger API et al.
My favorite is w.bloggar http://www.wbloggar.com/
though Ecto should be good too. These allow you to blog to Drupal through a desktop GUI.
