Can't "restore any content from junk" because the Junk menu item does not show up unless "clear junk" permission is granted

If a user is granted "restore any content from junk", then the user can't get to the /junk page to restore content, either directly or from the menu (i.e. it doesn't appear in the menu).

If a user is also granted "clear junk" permission, then no problem. But I don't want to give a user that permission. I only want to grant permission to restore.

Note: I have all four configuration items checked on the /admin/settings/junk page.
