Just curious if there are any plans for a D7 port of this module. Would love to implement this.

Yes there are plans, but I can't give you a timeline yet. I'm hoping to start looking at it soon (I was putting it off until after the Great Git Migration but I can't use that excuse any more).

+1 for support for a D7. there is a need for this kind of permissions for Blocks on D7.
