This solves the immediate issues; namely the fatal call to module_exist, and the raw HTML being printed instead of menu items. There may be some other stuff, too.

Btw, I removed internet_services_primary because:

a) the format of links has changed in 5.x.
b) 5.x is correctly picking up active links as active, which looks like all that snippet was intended to solve.
