This means that a user that doesn't have permissions to use private messages, but can administer users, can't change the setting on another user.

Looks like this is a problem in 7.x-1.x as well. Here are format-patches against all three branches.

Thanks, commited all patches.

Note that I added "by deviantintegral" to the commit message. git am formally adds you as the commit author, but that doesn't show up in changelogs etc.

Also, all patches added one additional empty line to the end, but there was already one so git displayed a warning when applying the patch. I've fixed that too.
