I think this only happens in firefox 4.
When you select a filter in the dashboard (admin/content/translation-management/dashboard), the status filter is automatically checked.

The problem is the Filters label that includes all the filters. So when you click one of the filters, the first checkbox is automatically checked.
I included a patch that fixes the problem. The patch is for version 1.21 but the same fix can be used for 1.22.

Tested on 1.22. Problem is fixed in FF4
