Below is a simple patch to add a couple of permissions to development banner. I ran across a project that I needed the development banner to be hidden to anonymous users.

I think that this would be useful in multiple situations. What do you think Phil?

Permissions for banner viewing and admin have been added in latest versions (6.x-1.10, 7.x-1.1). Thanks for the suggestion.
