I'd like to put a menu (and search bar) at the very top, above the site logo and site name, but I can't seem to figure out (via the UI) how to control the location of the site logo and site name. Is there a way to do this through the UI?

Or should I disable them and instead but site logo and name into blocks? or edit the page template? what do you recommend?

1. Go to Structure / Block setting
2. Move 'User login' and ' Search form' to 'User bar first' block.
