"Newsletters" fieldset displays even if only available list is "Required"

If a Mailchimp list is set to "Required" and subscription options are exposed on the user edit page, then the "Newsletters" fieldset and save settings button is displaying even though there is no list to be found inside this fieldset. It probably would be better if the "Newsletters" tab and fieldset were only created if there is at least one Mailchimp list that is not set to "Required."
