I found the settings under edit form

It appears the confirmation email is set to the website owner rather than the one submitting the form.

Here you see the E-mail to address: isn't this suppose to be where the form is being mailed to ? If so why would this need confirming ? Am I missing something ?

espirates, I realize this is more than a year later, but in case others are in the same position I'll try and answer this.

You do set "Email to address:" to an email address, or set the form field that contains an email address.

If you want to setup a form that requires someone to confirm their email address, you would probably want to setup at least two emails. The first would be a "Confirmation" email addressed using the form field that contains the users email address. The second would be a "Conditional" email addressed using the form field that contains the users email address.

When the user submits the form, the "Confirmation" email is sent to them, asking them to visit a URL to confirm their address. Clicking this link takes them to a page asking them to confirm they own the address. If they complete the confirmation, then are then sent the "Conditional" email, which could simply let them know the confirmation was successful.

Personally, I would setup a setup a second "Conditional" email that is addressed to yourself letting you know that a user has confirmed their address.

Hopefully that sheds a little light on things.
