The expected mesages (error or marning) are not displayed because the check is not made on the correct element.
Moreover, the current check does not use the t() function for operation value and so is not i18n aware.

This patch was included in the patch for #1136288: Nodewords validation is not correct: the form_state item used is wrong which has been (finally!) applied. It show up in the next dev release and I will create a 1.1 release right now.
