yahooooooooooo! i got it. in database go to menu_links
write sql query
SELECT * FROM `dr_menu_links` WHERE menu_name = 'user-menu'

then change hidden column values to 0 where linkpath = user/login and user/register
after that go to your admin/structure/menu/manage/user-menu
and change login and register menus as parent menu.

like that you can add custom menus to user-menu and change that value to 0 in database field
