I get the message telling me that it isn't compatible with version 7. The .info file seems to be right. Anyone else experienced this issue?

Same thing here. I looked at the filesystem and it is missing .tpl files. There is a chameleon.theme file which looks similar to page.tpl.php files. My guess was that it is still under heavy construction. Only 2 sites report using it.
from http://drupal.org/project/chameleon : These are the Chameleon theme and its sub-theme Marvin that were in Drupal 6. They were removed from Drupal 7, but will live on as contributed themes at this location.
I'd recommend using another theme for 7 until this one is up to par. You can visit their project page for further inquiries related to Chameleon.
