This bug's been posted before: #1044666: "Subscription saved" is printed, but subscription is not saved
But:
1) the bug is still there (I can't add subscription by myself)
2) this subscription hasn't been added to my account manually by l.d.o admins.

I've been waiting long time enough. Looks like "Notifications" module maintainers won't fix it.
Could you (l.d.o admins) please add this subscription (to russian localization team) to my account manually?
I really need it 'cause I just can't participate to russian team without it.

Just tested this again - looks like the bug is gone.
