When Force Password is enabled and Node Import (http://drupal.org/project/node_import) module is used to import users from a CSV file and their password is set in the CSV file, everyone's password appears to be getting set to the same thing. Haven't had time to look into it at all but thought I'd report it. Changing the module weight could possibly solve the issue. I'm just going to disable and re-enable after I've done the import.

I'm running a similar setup and can't confirm the issue:

Force Password Change 6.x-3.4 (set to "Force password change on first-time login", no expiration set)
Node Import 6.x-1.1
User Import 6.x-2.4

Logging in once with the password from CSV (and then being forced to change it) worked for all my imported users.
