Since you've received no response in this thread for more than two months, I think it's appropriate to start on the above procedure. I would personally like to see someone take over this project, update it for D6, and port it to D7.

tr commentedI can't tell if you did. Did you contact rszrama in IRC or via his contact tab? And this issue should be a support request and should have a different title, according to the procedures (I've changes those for you). Following the steps exactly is the best way to demonstrate that you're going to responsibly maintain someone else's project. Part of the procedure deals with what to do next if you don't get a response, which is to move this into the webmaster's issue queue and add information to let them know how you've tried to contact the project owner. You will also have to have Git access to take over a project, or if this will be your first project you need to follow the suggestions on how to get access for this project.

bhosmer commentedYes, I contacted Ryan, but he no longer has commit access to this since he isn't really affiliated with Ubercart any longer. He is now heading up Drupal Commerce.
If I remember correctly, I did follow the procedures, but never heard a response.
I think the patch I submitted covered up to 6.22?
Honestly, I have followed Ryan to the Drupal Commerce Camp and don't use ubercart any longer. I would be happy to commit the changes to the 6.x version though of this profile, but I don't have any experience with ubercart in drupal 7 since I am using commerce now.

I'm adding Lyle as well to maintain from here on out. We'll get the project transferred eventually. I'd like to make a final test of the 1.x branch and call it a 1.0 so there's a clean slate for Lyle to come into. If I remember right, it was never done b/c we just wanted to add more features. Seems a wash now, and that stuff would be better served on D7.
