Issue Summary
Provide the ability to capture the voters comments on each vote.

I don't get what your trying to purpose here. But from what I can read and understand, commenting got nothing to do with this field. See comment.module.

You may want something like the NodeReview module. See http://www.lullabot.com/articles/a_review_of_node_review_modules also.
