joshk commentedUpdate: the above was with the memcache PECL extension.
Repeating the same with the memcached PECL extension does not disable moduels, but also fails to enable the modules requested.

To me something similar happens when I try to activate a module that has dependencies on other modules and these last are not activated, I get the question of the system: "You must activate the module X to install module and breads content. Would you like to continue with the before? "and continue to give the process seems to perform properly and reload the list of modules, almost all had active modules that are disabled. I tested with several modules with different units and both exactly the same problem happens.
Drupal Version 7.23.
