In d7 there was quite an active issue on the accessibility of modalframes. It looks like it's been resolved, though haven't scanned it to figure out exactly what happened in the end.

What is the status for modalframes in 6? Does it have similar issues that the d7 implementation had?

I'd be willing to bet that Modalframe's aren't terribly accessible. :-/ But it is based jQuery UI which does attempt to be accessible. Let's dig into this with the Drupal 7 version first.
