I created my own subtheme using zen starterkit and it worked fine on linux based hosting. After i migrated to a wamp server, the stylesheet declaration (like pages.css) do not appear in the pages html code, i checked with firebug. All other themes load and work fine. I emptyed cache, reloat themes, read everything i could find but still nothing. I checked file permission on windows but still have not clue on what happens.

When testing, I found out that when I export the database from linux hosting to windows hosting... the theme works fine until I refresh themes (it cleares cache) and then the stylesheet css declaration fail to load.

some thing happens when I move to different linux host... what happens when I move around drupal and theme folder that brakes tha display?

This seems to be a file permission issue. Does your server user have the permissions to write into sites/default/files? And what about the temporary files?
