"Enabled for new users" feature not working

If checked this subscription will be enabled by default for new users.

Maybe I'm misunderstanding the meaning of "enabled" for checkbox on the custom subscriptions edit page, but I would expect that when new users are added, they will be automatically be subscribed to the corresponding custom subscription. This doesn't appear to be happening with my installation, although users are able to subscribe after they log in and access their account page.
