I was notified by Stephen Peck that I had been granted handbook maintainer role, and immediately added a handbook for the contributed Localizer module. (See http://drupal.org/node/114750 .) I didn't want to add until I knew I was sure I would be able to edit the rest of the Localizer documentation as well to try and get some consistency throughout.
However, the child pages to my HOWTO are in the opposite order, and I have been unable to find somewhere to set the weight.
Also, to my dismay, when I view other Localizer documentation, I find the edit link does not appear.
Might there be an issue with the handbook maintainer role settings?

The weight option only appears to those with site maintainer role (edit node) which is more rights across the entire Drupal.org site.

Node order among equivalent weight nodes is alpha-numeric. For step by step things it's easiest to just add a numeric to the title or site maintainers can re-order it if need be.

You will have to link to specific book pages that you cannot edit for me to help you further. Neither handbook maintainers or site admins have rights to pages using php input filters. Some pages are hard set that way.

I understand the weighting now. Thanks to you and to whoever fixed my page ordering.
Now to figure out how to delete things...
