We have patched menu_minipanels to look into libraries folder (with the use of libraries module) before look into menu_minipanels folder, this allows user to use qtip library for other tasks and prevent multiple copy of the same file.
We have also added two new configuration fields for qtip adjustment parameters.

Please only use one issue for one change, i.e. there should be a separate issue for the Libraries API support and a separate issue for the X/Y adjustments. Because I've added #1196404: Proper Libraries API support, lets keep this issue focus on the adjustment parameters.
Also, please review the Drupal coding standards pages, there were a number of small violations with the formatting.
