I had originally created a block with an address in it and assigned it to the branding region. Then I moved the address to the site slogan; when I then disabled the block, the entire branding zone was omitted from the display. No headers, no site name, no logo, nada.

BTW, I have the Branding zone set to "Force this zone to be rendered."

The branding stuff happens in the branding REGION, not in the zone, maybe thats the problem? You need to set the Branding REGION to "force render" not the zone!
