Upgrade the cod_frontpage Feature to D7

quick patch, removes dependency on signup, updates core to 7.x

note, depends on patch in #1150350: Upgrade the cod_sponsors Feature to D7 to be applied first.

#4 applies cleanly for me - enabling cod_front_page works and the Feature is shown in a default state. Marking NR to get some more eyes on this.

#4 applies cleanly. Enabling the cod_front_page Feature works and exists in default. I was asked if I want to remove an orphaned dependency "Contact" module - but that is probably because I have COD_Community disabled. (COD_Community is dependent upon Contact).
