I solved the Value and Filter options, didn't have the Views dev version module.

But need to know how to make a Global PHP filter exposed...

Global PHP Filter does not support being exposed at the moment. Feel free to convert this to a feature request.

One idea that would help me would be a three way toggle.

1. All
2. Display if true
3. Display if false

Since the PHP filter only functions based on a true or false return exposed filter I suggest might be all that is possible, but it would be a great addition.

Wouldn't it be nice to have a exposed link for this filter which just turns the filter on/off?
