Allow the use of " entity in title tag

I've implemented a hook_elements in a module to change the imagefield widget I'm using so that it directs users to use the """ entity if they want quotes. this works for the caption, but the tooltip you see when hovering over the image shows the "s instead of the quotes.

Here's a small patch to the js file that will replaces " with single quotes.
