Further stepping down our support of this ancient browser. This allows us to remove the entire ie6-fixes.css file for fusion_starter and just point people at one of the various modules/scripts to do this if they need this functionality.

I'm so sad that IE6 is still used by a staggering 34.5% of Chinese PC users. Most of my customers are there.
