Cleanup for moving equalheights code to skin

#1153406: Remove .js and .css files that are isolated to skins removes the duplicate files, but we still need to set up the equal heights regions for Fusion in a .js file for the skin rather than fusion_core's script.js. This should probably be a second attached .js file from the equal heights skin?

We also need to update the regions. Drupal.behaviors.fusionEqualheights references regions we're no longer using.
