Or it should have a setting of its own to control this. The "Configure block" hover link is obnoxious in some cases, and the only way to turn it off AFAIK is through unsetting the admin_links variable the pane preprocess function of the theme's template.php.

It would be nicest if it respected the pre-existing setting for the theme, but a module-specific setting would work too.

Totally agree. It is quite annoying after spending an hour to locate the issue.

The problem is that setting isn't a global setting, it's specific to some themes, so respecting it means respecting a specific theme or set of themes that have implemented this flag themselves. That falls against Panels' general philosophy.

There is a permission of course (view pane admin links), but that can't be turned off for UID 1. I suppose a setting could be added.
