Allow use of htaccess inside files directory type deal to ease with use

While best performance and most secure is outside of the root, having the option to have the directory inside the files directory allows for easier use outside of the box.

Personally, I want it so when multiple developers and automated test boxes don;t need to do any prep work to get it working on a large codebase that includes the module.

Patch adds it + hook_requirements, the requirement mostly there cause liberally borrowed from private_uplodate.module
