I want to look at the possibility of migrating multiple website (internal & external) to drupal. Our intranet site is using www.intranetconnections.com software. I want to know more about drupal & have questions.
1. Does it support Section 508 & auto verifications
2. Does it support multi-environment publish process (Development => Stage => Production)
3. Granular Permission : Page, module and folder level extended permissions provide granular security rights which allow you to precisely define which content contributors can edit which modules on each page or group of pages.
4. Work-flow : Content Approval Workflow
5. Schedule content delivery : Is there a way to schedule a content publish & withdrawal
Lets start with this set of question. I have more questions.

Drupal may not be the right
Drupal may not be the right CMS for you. Drupal is more of an entrepreneurial environment. Did you even bother to check out any of those questions before posting? There's a few answers out there on the Interwebs already.
What you are asking for might be better filled by commercial software who hire people to babysit their customers.
I think you misunderstand
I think you misunderstand Drupal and the companies and consultants that specialize in Drupal if you think that.
Misunderstood
Well, I think you misunderstood my intention. The point being he should be contacting a Drupal shop where they will tend to his needs.
1. Section 508 support does
1. Section 508 support does not come out of the box, but is possible for Drupal. This drupal group may be helpful in getting more specific information. http://groups.drupal.org/drupal-state-and-federal-agencies-government.
2. Depends, you can have an approval process for content publishing in Drupal. For non-content based changes, the standard dev/test/prod or some variation there of is probably advisable. These would be totally different environments, but this sort of deployment process is fairly standard in larger IT organizations.
3. This can be accomplished using a variety of modules. Drupal has a granular role based permission system out of the box. However it is not granular enough for the usage scenarios you describe. However, it can be accomplished.
4. Yes, you can require content to be approved before it is published.
5. You can with additional modules.
