Handbook pages seem to default to published, was this a recent change? I'm noticing some test and other unwanted pages, e.g.,

I'll unpublish them. What is our standard practice--just delete them?

Depends. If they are 'test pages' the content determines my actions.
If they 'might' be honest mistakes, I send a warning. Otherwise I block the user account as a spammer.
