Anonymous can't see transitions when editing

I have anonymous and authenticated users both almost the same settings. They both are granted to created, edit, and delete nodes. When creating nodes, everything is perfect. But when editing, the authenticated users can see the transition options, the anonymous users cannot see.

I checked all possible settings, but not found a solution. I missed any configuration?
