Documentation is missing and/or link is broken?
Would love to use this module to enable a checkbox within a view... i.e. users can check "I have read this file"
Is that what this is for?

There is some documentation in the README file within the module. You'll also find a handbook page at http://drupal.org/node/329511.

If I understand what you are trying to do though, you may be better off with the Flag module.
