I'd like to add a link to 'Getting started with Git on Drupal.org' in the header text, "This page gives the essential Git commands for working with this project's source files."

I can create a patch to do that, but if we're still trying to keep this as generalized as possible, it should probably be turned into a configurable setting.

Would this be a header that is to be added above every usecase? ($versions && $is_maintainer && $is_sandbox)

Yes, it's the same header on all the pages.

My first attempt failed on not being able to ssh into d.o staging... could it be that my account has expired?

I spent some more time to get the drupalorg_testing profile installed again... which unfortunately is not going well :(

Here is an untested patch anyway.
