Delta PDOException: SQLSTATE[42S22]: Column not found

I use the latest dev versions from

delta 7.x-3.x-dev
omega 7.x-3.x-dev
context 7.x-3.0-beta1

when I want to create a delta layout for my frontpage then i become this error message:

PDOException: SQLSTATE[42S22]: Column not found: 1054 Unknown column 'description' in 'field list': INSERT INTO {delta} (machine_name, name, description, theme, mode, parent, settings) VALUES (:db_insert_placeholder_0, :db_insert_placeholder_1, :db_insert_placeholder_2, :db_insert_placeholder_3, :db_insert_placeholder_4, :db_insert_placeholder_5, :db_insert_placeholder_6); Array ( [:db_insert_placeholder_0] => startseite [:db_insert_placeholder_1] => Startseite [:db_insert_placeholder_2] => startseite [:db_insert_placeholder_3] => alkoholsucht [:db_insert_placeholder_4] => preserve [:db_insert_placeholder_5] => [:db_insert_placeholder_6] => a:0:{} ) in drupal_write_record() (Zeile 6776 von C:\xampp\htdocs\alkohol\includes\common.inc).

in my installation is the locale module active, but the problem is sometimes the delta tab and context tab is missing and only available when I disable the locale module and re enable it.
