Hi!
It's either me being unclear on the meaning of this expression or something that remained in the docs from an older version. In the POT file for the Poll module I find the string (it's the 2nd):
Users can create a poll. The title of the poll should be the question, then enter the answers and the \"base\" vote counts. You can also choose the time period over which the vote will run.The <a href=\"@poll\">poll</a> item in the navigation menu will take you to a page where you can see all the current polls, vote on them (if you haven't already) and view the results.
Now, what on earth means \"base\" vote? Can't find any such thing in the poll's interface.

fersman4 commentedIt looks to me that you can set the number of votes each option will begin with when the poll is created. I have no idea how this would actually be useful, but who knows. When creating a poll, the base votes are in the "Votes for Choice X" text entry box.
