'add term' doesnt work in Active tags [#1160146]

While using Content Taxonomy and Active Tags,
1 - If the field is required and no tags is set to it, a validation error should be thrown. But the actual behave is to allow this.
2 - it is not available the 'add term' functionality. Any chance that this feature be available any time soon? Could I provide a patch? Or any tip how to do that?

I will keep just one bug in this issue. I will make further investigate in the validation issue, but I will do it in another issue that I will create later.

Patch to add 'add term' feature to active tags widget. This patch solve problem 2.
