I imagine that the maintainer holds a master vector file with a sensible layer structure from which the individual icons are produced. If so, I request that this file be made available so it can be used by others to create customized image sets (and hopefully share them).

The master files are in the repository (http://drupalcode.org/project/weather.git/tree/refs/heads/7.x-1.x:/image...). Feel free to use and adapt them to your needs.
