if I disable tabs of module filter, and try to enable some module by checking it checkbox and clicking 'save configuration' - nothing happens, though url changes to /modules/list/confirm
if module filter modules is disabled, the modules page works as expected.

this is most certainly not a duplicate of #1170388

and it is most certainly happening with 1.7

steps to reproduce
1) enable module review
2) go to config page and uncheck "Tabs"
3) go back to modules page, you can no longer enable or disable any modules
