Transliterate upload filenames to prevent '#' problem

It would be great to add transliteration module to drupal.org infrastructure to prevent the problem that files with '#' cannot be downloaded and other possible i18n issues.

And given the old git instructions that filename is still likely to occur. This could also solve it for other filenames that can lead to problems later.

Of course only new uploads should be transliterated.
