how to create "container region" in the template.php?

I want to use block bar module,
the first step in the readme.txt file is
1. Create a "container region" in your template.php. The sole purpose
of this new region is to act as a container for your blockbar elements
(ie normal blocks)

can you give me a example of the "container region"?
