Level of access

We use this system for our clients, what we would like is to show different blocks to different users, like we make a custom menu for our clients and show that on the sidebar. But we need access to the full Admin menu.

I have tried using menu_access with this module, however this didn't affect it, the menus still showed on the sidebar.

Any help on this would be greatly appreciated.
