sort blocks by label in admin UI

Issue Summary

The blocks in the list to select from in the admin UI seem to be in any old order, which when there are lots of blocks from Views makes them hard to work with.

This isn't really a bug.

bumping to 7.x for review; patch applied correctly to 7.x-3.x but haven't tested

It's a UI bug because I can't find the blocks I want to find!

#1's code is good, but the patch was not. Rerolled it with the updated context_reaction_block.inc.
