I think this would be a nice feature. I'm pretty sure this feature does not exist.

I was just going to post something similar. I am trying to encourage users to subscribe by content type (such as Forums) so that they automatically are informed of new content. However, users may decide that a particular thread is of limited interested. Providing a way to exclude notifications by forum thread or node would alow them finer control over their subscription.
