If the download speed of the page is slow then form fields under all tabs display in the beginning. After a while tabs show up and form fields under inactive tabs hide themselves.

Layout looks really messed up during that time. Is there any way to get across this behavior.

We should look for ways to do this as is done in drupal core with the html.js class, which affects content only if js is available, e.g.,

html.js ul.tabs {
  display: none;
}

Of course we'd need to ensure it was set to display: block or whatever when the behaviour attached.

nedjo,

Could you please explain little more about it. I am really looking for ways to get this through. I am planning a tabbed form on home page. And display of forms under all tabs makes the layout chaotic everytime the page is reloaded.

Thanks

Here's the patch I applied to head and 5.x dev.
