Flagged message confusion when approving vs adding a friend

With a text entered for the Flagged message (page
.../admin/build/flags/manage/friend), this message will not only appear when a user clicks Add friend, but also when the user targeted to become a friend approves the request.

As it is hard to find one message text to suit both contexts, this leads to confusion and I found myself not using this message feature.
