Create and use a Less CSS specific permission for the administration form

Currently the administration form for Less is accessible by anyone with the "access administration pages" permission. I need my client to be able to access some of the areas in this section but I don't want them to be able to turn Less on and off.

Therefore I suggest that a permission be added along the lines of "configure less settings"
