Does this project have to run on the same codebase as d.o?

How independent will this project be from d.o?

Yes, it will likely need to run on the same code base, unless there is some overwhelming reason to do otherwise. A major consideration in building a site on drupal.org is how it will be maintained. There is a small group (it might only be just drumm) that manages the drupal.org infrastructure. Anything that adds to the workload has to be thought about very carefully.
